Take a small saucepan and pour the flour into it
Turn on the heat to low flame and place the saucepan on it

Continue pouring in the milk until all the planned quantity has been used, and keep on the heat, always stirring, until you obtain a mixture that is not too thick
Now reduce the heat to minimum
At this point add the nutmeg and the Parmesan
If necessary, adjust with salt
Mix well and leave it on the heat until it is used with the pasta
